WordPress developer in Europe: one studio, and what Europe requires of a site

It has to start with an observation that often surprises: the “WordPress developer Europe” query is not typed by a company wanting a site built. It comes mostly from agencies. They have sold more WordPress projects than their team can absorb, or they refuse to hire a senior developer on a permanent contract to cover a spike in work.

That need has a name in the trade: outsourced production. The agency keeps the client relationship and the invoicing, and I build the site.

The second case exists too, and it is the one this page deals with first. A company sells to clients spread across several countries, or is preparing a shop that has to take payments from abroad. Its site is no longer only a site: it is an object subject to European law. What that implies is rarely explained. The sections that follow go through it.

The background text is the General Data Protection Regulation, applicable since 25 May 2018. Its particularity is having no threshold: it applies as soon as data of people located in Europe is processed, even if the company processing it is established elsewhere. A company aiming at the European market therefore falls within its scope without having to set up in the Union.

In practice, that requires telling the visitor who processes their data, why, on what basis, and for how long. Non-essential trackers, including advanced analytics and targeted advertising, require prior consent. The record of processing activities becomes mandatory beyond 250 employees, or for sensitive data.

Accessibility comes next, and it has changed in nature recently. European directive 2019/882 applies to services provided since 28 June 2025, for online commerce in particular. An accessibility statement has to be published, and the reference technical framework in France is the RGAA, built on the European standard EN 301 549. Micro-enterprises employing fewer than ten employees and turning over less than two million euros are exempt.

Identification obligations are added on top, present on any professional site: the publisher, its registration, its contact details and those of its host. For a sale to consumers, terms of sale, a fourteen-day right of withdrawal and a two-year legal guarantee of conformity complete the set. The European regulation on digital services, applicable since February 2024, adds stronger obligations for very large platforms, meaning those exceeding 45 million active users in the Union, which no small business will reach.

Part of these obligations falls to the site, and another part to the business. Consent, page structure, contrast readability, form labelling and the wording of the order button fall under the build. Legal notice, terms of sale and the privacy policy describe your actual activity and cannot be copied from a template. I am not a lawyer.

Where the data is hosted. The question comes back on every project that crosses borders, and the exact answer is more nuanced than people think. European law recommends hosting inside the Union without imposing it, except for certain regulated sectors such as health. Transfer outside the European Economic Area, on the other hand, is framed. It goes either through an adequacy decision, or through standard contractual clauses accompanied by a transfer impact assessment. The case law of the Court of Justice of the European Union, known as the Schrems I and II rulings, made those checks necessary.

This studio’s hosting keeps data in France, with a host powered by renewable energy whose data centres report a PUE of 1.08 to 1.40. Both values stay below the thresholds of 1.5 and 0.2 that define an economical centre.

In which languages. No European text obliges a private company to be bilingual. The Union recognises twenty-four official languages, which applies to its institutions and not to its providers. In France, the law requires French for information aimed at consumers, with a translation able to come alongside it.

On the ground, English does the job. It is the internal working language declared by around 60% of multinationals. It is learned by 96% of pupils in general secondary education in the Union. But English alone is not enough everywhere. For a shop addressing private individuals, information in the country’s language remains decisive for trust, and it is often what decides the sale. A multi-country site is then structured with versions by language and hreflang tags, so that search engines do not confuse the versions with one another.

Working with a studio based in another country changes little about the process, provided exchanges are framed. A WordPress site is administered from a browser, and nothing in the production depends on a location.

Three things genuinely make the relationship easier. The first is the absence of a time difference inside the Union. The second is the working language: technical exchanges and specifications can be held in English, and the studio’s own site exists in French and in English. The third is the traceability of decisions: a written brief, checkpoints and written reports.

What it does not replace. I do not work on site. The work address is not a place clients come to. If your project assumes a physical presence, this studio is not the one to turn to. No travelling is billed, in either direction.

The rest is identical to a French project. VAT per month over twenty-four months, and development by the day starts at €420 excl. VAT. The studio receives nobody at its work address and does not work on site. It promises no position in Google and guarantees no delivery date. It does not work on any foundation other than WordPress, and takes no commission on a shop’s sales.

Nor does it take on a project it cannot carry. A one-person studio runs a limited number of projects at once, and says so at quoting time.
